Alcohol Service Requirements
This guide provides essential procedures and responsibilities for safely managing events where alcohol is served. Event coordinators should review these expectations before planning an event. These requirements apply to all events held on University properties (owned or leased), and events held off premises when directed, managed, supervised or funded by the University.
Administrative Requirements
- All University hosted or sponsored events where alcohol will be served must submit an Alcohol Service Review request through the portal.
- An Alcohol Service Review must be submitted at least 20 days before the event.
- Anyone serving alcohol must complete RBS training (e.g., TIPS).
- Alcohol may not be sold without a Temporary General Daily ABC permit.
Server Requirements
A dedicated, Responsible Beverage Service (RBS) trained server must control all access to alcohol during the event. Servers must be 21 years of age or older and shall not consume alcohol themselves during the event.

Department Representative
At least two (2) RBS Trained Servers are required for an event to allow for breaks.
The names of the RBS Trained Servers must be provided when requesting a permit.
A copy of the RBS Certificate for each server must be uploaded into the Alcohol Service Review Portal.
Homeowner
It is highly discouraged to host a University sponsored event at a private residence.
The homeowner is personally liable for the service of alcohol and any alcohol related activities.
It is highly recommended to hire a caterer with trained servers to serve alcohol.
Off-Campus events, which are not paid for with University funds, are not considered to be a University sponsored event.
Private Restaurant, Venue or Caterer
Event Coordinator should confirm with vendor that the servers are RBS Trained/Certified.

Event Oversight
- Event Host (Coordinator or Approver) must remain onsite for the entire event (while alcohol is served).
- Attendees are prohibited from bringing their own alcohol
- Student groups/club/organizations are not permitted to host events with alcohol.
- Events with alcohol must be by invitation or ticket sale only, alcohol should not be served at events open to the public.
Food & Non‑Alcoholic Options
Food must be available whenever alcohol is served, preferably more than just hors d’oeuvres

Preventing Underage Drinking
- All events must use clear, visible age‑verification methods:
- Wristbands, Hand stamps, Restricted access areas
- Age‑verification procedures should be reviewed with staff
Beverage Planning
- Consider alcohol content when selecting beverages.
- Avoid open bars to limit consumption.
- Use reasonable serving sizes (no oversized cups).
- Establish a system to limit the number of drinks per person (e.g., drink tickets).
- Close the bar one (1) hour before the event ends.
Transportation
- Arrange transportation options for impaired guests (e.g., rideshare services or designated driver program).
